I just finished watching Gotham Season 3. It had a nice little reveal at the end which got me thinking about this guy. Kind of DC's version of the Hulk...ish.( edit - I modified his head after deciding it looked very tiny )

Yeah, Grundy is pretty much a super zombie, while Hulk is a nuclear version of Jekyll and Hyde.
