I suppose it depends entirely on how interested you are in the whole community of deviantART. The topics are not always the most interesting in News, but they are informative.
If they can get rid of the maintenance delay required to deliver them to all users, that would be big plus.

Not a bad idea. You might wish to suggest that to the +help desk, since it would also reduce the amount of database work they have to do if they don't need to deliver them to every user.
