THANK YOU! If you mean the coloured streaks, I cut something that has colour in it then make a layer with that and use motion blur before or after applying the layer to the picture.. they usually go transparent with the blur otherwise adjust opasity levels when making the layer.. if that makes sense! And contrast and saturation help too
