You don't need great art supply to make it look great
i bet it would already look awesome in ordinary colored pencils or watercolor.

Ok, well...shes a cat right? I'd give her fur a creamy tone, with her moth kept white and blondish hair. This way it would look natural, and you can make the clothes look colorful without it looking weird I don't really know what her style is so I can't really tell what colors she would wear
