Acrylic colors are water based but become water resistant once they're dry. It's like a thick liquid that becomes water resistant when dry.
So you can for example paint over layers that you did before, brighten up some dark areas, or put some highlights on. It's easier to correct mistakes and work over areas many times (depending on how much water you add to the color). They are dangerous however, since they can also easily ruin your brushes.
Aquarell colors are simply water colours, usually not a liquid but a solid material, like the stuff kids use in school, only of much higher quality.
Aquarell colors don't cover what's underneath, and they stay water soluble after they dried. So if you paint with blue over a yellow area, some of the yellow will dissolve again, and it will turn greenish. With water colors it's very important to leave out the spots that you want to be bright.
In general it's harder to work with water colors, I would say, but both are fun. I did this painting twice for precisely that reason. I wanted to learn more about how the colors behave.
