Oh yes he is! In the episodes "Hear today gone tomorrow", "Remains to be seen" and "By the seat of your pants" lumpy kills flippy.
Not joking! Watch those episodes to prove it.

True, But Flippy is killed permantly by the helicopter along with Cuddles in Hear Today, Gone Tomorrow, But in Remains to be Seen and By The Seat Of Your Pants, Lumpy kills Flippy in his evil form; But in A Vicious Cycle, Flippy(in tricycle form) finally kills Lumpy years after Keepin' It Reel.
