This is one of my favourite cutscenes in The Legend of Zelda: Spirit Tracks ;D
I don't know if she really says this because I'm playing the german version (which makes sence since I am German).
Anyway, this is the first artwork I made only by using my tablet!

This is why I can never take ST zelda seriously...
She pretty much DID let chancellor cole do what he wanted. She panics, not because the demon king is going to be revived, but because he'll be revived in her body. She tries to pressure link into going and getting her body back for her with the funny (but stupid) panic attack. After finally deciding to stop being useless, she does the most pathetic pose in the phantom suit. And despite being a living suit of armor with a huge blade, she freaks out...at rats...
Spirit tracks is a good game, but princess zelda is made into nothing more than a joke in this game. There are times I either A: wish I could slap her and tell her to stop being an idiot, or B: tell her to get her body back herself. Zelda is supposed to be wise. Spirit Tracks zelda is as dumb as a rock. Good game, worst princess.

I know that, but there is a certain set of guards that won't turn when I talk to them.

Well, there have either timing or... They don't turn at all. I can't remember.
Sadly, my best advice is too search for a walkthrough, in this case I think a youtube version might be best, but whatever suits your fancy.
