I initially drew this as a doodle in my music book one evening whilst I was having difficulty thinking of lyrics to write.
The inspiration came from a customer that had come into my store earlier that day, whom had a prosthetic arm with a hook at the end. I was dangerously close to accidentally asking him if he 'needed a hand.' I managed to stop myself, then laughed at the idea of it.
So if I were to see this pirate in my store, I'd probably ask him if he needed a "hand or two." Haha, I'm the funniest guy at work, and I'm batting off the single women with a stick.

Anyway, yes, this is a pirate with two-hooks. I haven't thought of a name for him, but I think Captain Two-Hooks suits nicely. He is saying, "What are you hookin' at?" as a pun on the expression: "What are you lookin' at?" Because I imagine someone that has two hooks instead of hands would have to have some kind of sense of humour about themselves, or they'd just become depressed and cut their wrists with their own hooks.
