Actually, they aren't wet at all; they're just unusually reflective, as if there's a coat of plastic over them. It very well may be a coat of something, because it's inside a building (the entrance to one of the buildings at a college campus).

I'm glad you have had at least marginal interest in one small bit of my photography :3
Unfortunately, all my photographs are currently taken with a cell phone, BUT, I recently ordered both a digital SLR camera and a tripod via Amazon, both of which shall soon be arriving in the mail, so my photographs will hopefully soon appear more like they do in my head
