Bitmap is a way of storing data. The data in my drawing is stored in a much more efficient way, even while drawing it. (Try using MS Paint to create a .bmp file and then a .png file, then compare the file sizes to see the kind of thing I mean.)
The "Binary" pen is a drawing tool provided by Sai (and probably many other things. MS Paint originally only had a binary pen, and none of those silly brushes it now has that aren't any good anyway. MS Paint still only has a binary fill tool.) The word "binary" in the drawing tool's name refers to the opacity of the stroke. There is no anti-aliasing on a binary pen's stroke, which means the opacity is always either 0% (where you didn't draw) or 100% (where you did draw). The edges are sharp, or pixellated, which is the main characteristic of strokes made using the tool. It is called binary because the opacity of the stroke is effectively either 0 or 1, and nothing in-between (though of course you'd think it's just always 1.).

I don't know why yours is called that, but your mistake is understandable in that case. ;P
Every source I found points to that tool being called the "Binary Pen" in SAI, but I have had instances where different peoples' SAIs had some small differences. For example, I know someone who can save pictures with transparent backgrounds using an option that I simply do not have, and her Layer Mode list has some different modes available. But with you I would guess someone fiddled with your tools' names?? I thought you got your copy from me hahameow.
Anyhow, I also sent you a picture on Skype that shows that just because a pen is called "Rubber Duck", doesn't mean that's really what it is, or draws, or should be called~ ;3
