Ridley was engulfed in phazon and it turned into armor, and he became much more powerful.

Only Metroid Prime did that, Meta-Ridley is Ridley rebuilt with space pirate tech after Samus blew him up in the first Metroid (the entire Prime series takes place in between Metroid 1 and 2), he's the strongest boss that isn't mutated by phazon in Metroid Prime1. From what I remember, only the brain (or at least half of it...) is what is left of the original Ridley, but seeing this has made me believe that some other parts were found (he looked completely robotic in Metroid Prime1).

My guess is that the space pirates must have found what was left of Ridley and they like added cybernetic body parts. More or less...
