Usually robes like that one (and like many others that are traditional samurai robes) only have one slit that goes from the bottom all the way up to the shoulder on one side. It lets them hide one arm, and gives them ample cover from the elements, but also allows a completely free range of movement if needed, so that, in the event that they needed to go into a battle, or needed to reach forward to grab something, the robe would move out of the way like a cape, allowing their arm and hands to move and take a hold of things, and pick up things or push buttons.
Your cloak still restricts a lot of movement. I can now imagine your character having the ability to run he still isn't going to be winning any fistfights.
Now there are a few ways in which this can be awesome and not matter. If your character is an extreme psychic, or can fly, none of this matters, because your character can pick himself up if he falls no problem, and if he has psychic or extreme energy powers he wouldn't need to have mobility of his hands.

being made of energy and having ability similar to psycic abilities he can do stuiff like zap enemies with lightning strikes and grab things with iout grabbing them. but i do see your point, yorell would be one to have both the ability to grab things with his armour shell and at the same tiume simply use his powers. looks like ill be drawing another version and this time im making a bio XD
thanx for the advice

much better the slits up the side give him much more mobility, and because i don't know what kind of character this person is (i'm guessing some sort of elder) if i'm right then the lack of arm movement is acceptable.
also something i just noticed here that i might have missed last time but his right eye looks much bigger then his left, it makes him look funny lol. but i'm not sure if u ment to do that if so nm.
overall much better, glad u took my suggestion on the robe.

it was a fortunate accident, cause although the character sometimes acts serious as the ships advisor, he is also very good natured and humourous. also the reason he does use his arms alot, he simply doesn't need to XD he's not actually a physical being, but an energy within the shell of armour. the robe further conceals his identity.

ah ok i get it.
now with my second comment, is the right eye suppost to look bigger then the left, it looks kind of funny to me, and i looked at your first version and the right eye was a not as big as in your second version, may want to look into that

that was partially an accident but it worked with the character's qirkyness, i'll correct it non the less.
