Just trying to be on the safe side of decency standards. The image is bit on the 'odd' side. She is technically unclothed, but covered with short fur. Magic is involved in the transformation, some parents don't want their children exposed to ideas of magic or the occult or exotic images.
I hope this is a sufficent explanation for the designation of mature for this image.
