Don't worry, it's not a bad question at all!
Mainly what I do when creating a backstory for my characters is first look into the world I am making them for, there are a few things I consider. What are the environments, the politics and beliefs? Around this time I generally also begin developing my character's personality and traits. Just broadstrokes mostly, but the basic building blocks I'll need. After my character's personality starts to form in my mind I'll generally think of what area do I want them to originate from. In Pine's case I wanted him to go from the harsh environment of the Wastelands and later settle in the Forest Colony. At this point I'll ask myself, alright, how do these areas and the history of that area impact my character? Why is their personality the way that it is? I ask myself these basic questions to start developing more specific backstory, going from general information and refining as I go.
Now the list that I've just made isn't a static thing, sometimes I'll have a backstory in mind immediately but no personality and vice versa. The order doesn't really matter, but the questions you ask yourself to help it along really do help. It's good to compile a list of such questions and run down through them. You might end up with a ton of stuff that doesn't seem to fit together, but that doesn't mean you can't keep them! For Pine, I struggled for thr longest time to connect his harsh personality from when he was young to the cat he is now- it's almost a 180 change! But midtrial I'd come up with a reason for that transition, and suddenly it was making sense. A backstory is an ever evolving thing, so don't stress out when there are holes or missing pieces; as you go and learn your character more and more, the backstory will grow as well!
