Letty is the only character I'm not really up to speed on, so I don't get what's going on.

Letty is, for want of a more concise explanation, the spirit of winter. She can only be around as long as winter lasts; once spring arrives, she disappears until next winter.
There's apparently a lot of debate as to the exact nature of Cirno's relationship to Letty (it's mostly based on Cirno being the mid-boss for Letty's stage in Perfect Cherry Blossom), but Letty is usually depicted in fandom as a sort of mentor, adviser, and perhaps even a surrogate mother for Cirno. She's also usually the only one who doesn't treat Cirno as the idiot savant (minus the "savant" part) of Gensokyo. That would explain Cirno's tears -- the end of winter means she has to say good-bye to maybe her only true friend, at least until next year.

You have to feel for Cirno. Letty might just be the only person in Gensokyo who actually treats her with respect. I absolutely love the mood of this pic.

I agree, very much the way a mother would comfort a grieving child.
This plays right into a pet theory I'm developing that Letty is in fact Cirno's "mother" -- if not in the literal sense, then in the sense that she created Cirno (and any other ice fairies there might be in Gensokyo) as a manifestation of her powers over winter.
