Character
Saisei Kemono (獣再生 Kemono Saisei) is a rebel who has became the monsters he's fighting called "BioFighters" (バイオファイターズ  Baiofaitāzu) which they have taken over the planet. He can transform into Kamen Rider Fenrir (仮面ライダーフェンリル Kamen Raidā Fenriru).

Description
Fenrir's main form is called Wolf State, accessed by using the Wolf Mutatevial & can be modified with other MutateVials.

History
(Plot) After the Humanoise were over thrown by Rento it seems like the remaining humans were protected. However an alien Armada appeared with their leader Leonidus declaring an invasion. Rentaro made sure to hide the remaining humans and tried to fight back, but sooner or later was defeated and destroyed. 230 years later the planet has fully been re-terraformed, the humans have repopulated, and Leonidus still rules Earth with an iron fist. Seeing them as his playthings he playingly tells them that if he will give them powers to fight him and if one of them defeats Leonidus he will free their planet and leave forever. However After turning those who accepted his offer were turned into Bio-Warriors who see humans and others of their kind as prey. Saisei Kemono and his sister were busy running away from a Ratel Bio-Fighter, until they entered an abandon building which they found a humanoid wolf skeleton pointing to a belt with a note saying that the wolf and a few others under the ruling of Leonidus find his leadership horrendous, so they decided to make special devices to combat him, but to give it it's true potential they had to sacrifce themselves while whoever decides to use the powers will have to give up half their humanity to become half breeds. Saisei didn't have a choice when the Ratel Bio Freak found them, after transforming he became Kamen Rider Fenrir to protect his sister. After the battle was over all was left of the monster was dark grey goo which to Saisei was sucked up when he was inspecting the empty MutateVial in his holster. After that he swore to hunt down Leonidus and whoever works for him to free his planet.

- Wolf Mutatevial: This Mutatevial allows the user to have all abilities of a wolf, allows Fenrir to transform into his rider form.
Weapons
- Wolf Claws/Ratel Claws: Fenrir's Wolf Claws are his personal weapon since his fighting style is hand to hand combat. (With the Ratel Claws added he can use both his hands to do twice the damage.)
- Cobra Head:  a cobra head replaces his right hand which he can use as a poisonous blunt object
- Frog Grappler: a frog like object is attach to his right wrist which Fenrir can use either as a whip or a grappling like object.

Powers & Abilities
Enhance Sense of Smell: With his Wolf DNA from his Wolf State he is able to smell better than when he was 100% human. He can also use this to sniff out who's actually a human and who's actually a BioFighter.
Savage Mode: When Fenrir experiences something that pushes his anger over the edge he enters a feral like state which his eyes turn red and whoever he sees is considered an enemy until he calms down.
Mutation: With different Mutaevials the blank side of Fenrir's arm would be replaced with an animal type ability.

Finishers
Wolf (Other animal if their are two Mutatevials already inserted) Slash!
Fenrir runs towards his enemy which his wolf hand grows claws to attack his enemy. The Right arm will change the attack depending on what form it's in.

-Wolf/Ratel State: Does the same as Wolf Slash, except now with two claws can do it multiple times running and slashing the enemy from on side to another until he uses both claws to deliver a cross slash blow.
-Wolf/Cobra State: After slashing his enemy with his Claws on his Wolf Side, Fenrir uses the Cobra Head on his other arm to send a poison throughout his opponent's body which either paralyze them if they're not monsters or blows them up if they are.
-Wolf/Fox State: Can create doubles of himself.
-Wolf/Frog State: Allows Fenrir to grab his opponents swing them around then pulling them towards him and slashing them with his Wolf Claws.
Etymology
-Fenrir's name is based off the monstrous wolf in Norse mythology of the same name.
-The "Evo" in EvoDriver is short for Evolution
-The MutateVials play into the DNA theme since they are used to carry blood.
-The Crystal on the blank side fills up with the same fluid of the right vial when the blank side turns into the arm representing what vial is currently being used on the right side./ (Example: The gem would be colored crimson if Fenrir is in Wolf/Cobra state.)
-The MutateVials is a play on the words Mutate & Vials.

Notes
-His helmet is a mix of GekiViolet's helmet, Kamen Rider Para-DX (Perfect Puzzle)'s eyes, and Kamen Rider Beast's mouth piece
-His knee pads are also from GekiViolet
-His Chest Piece is from Kamen Rider Build minus the Rabbit and Tank pieces and his wristbands were from Kamen Rider Ghost
-His gloves are from Zi-O/Geiz which the left glove has been remodeled to look more Wolflike
-His inspiration is from the anime/manga Killing Bites
-I also tried my best to shade the ears and headband to make them pop
-The MutateVials are based off of the full bottles with some differences.
