To me, he may even be the strongest character of the game, but he acts dumb to hide his true potential.
Also, I believe he acts dumb only because he didn't wanted to fight Kris, Susie and Ralsei, just like Papyrus didn't wanted to fight Frisk.

I have seen a couple comics and posts speculating about Roulxs being much more powerful than he let on!
...I also saw a theory that he's a tutorial in a place where you're past tutorials.
I've also seen people giving him a fencing sword as a weapon though, and I really like that headcanon.
Likewise, with the people saying he's more powerful than he lets on-- have seen a couple people painting him as a foil to Jevil-- one chaotic, one lawful, one previously having served the king but was exiled, the other being very recently hired.
