Description
Small starship at 123m~ and 7 decks, for transporting people around the Federation. It has no torpedo launchers but does have 11 phaser strips (5 dorsal, 6 ventral) configured for point defence.
The discovery of subspace environmental damage created the need for a non-damaging warp drive. Efforts were made to design a system that reduced the damage, like the variable geometry system, which also happened to simultaneously improve efficiency. However a system that didn't damage subspace in the first place was required. The Civil class was the first successful result, prior to the introduction of the spiral induction core. It's coils are split into primary and secondary, with the secondary being fed by a dedicated fusion reactor, instead of the warp core. Tiny otherwise insignificant instabilities in the plasma flow (and therefore the warp field) were found to be the cause of the damage, so the secondary coils just create a low level inverse field, which smooths out the warp field as it is created. At higher speeds the secondary coils become more specific, targeting the instabilities specifically using linked plasma control valves.
The engineering pod (decks 6 & 7) can be jettisoned in an emergency and the ship can coast at warp for considerable time, using the secondary coils as oversized warp sustainers.
