Donnie is being sold in the Lantern Market which opens up at dawn because they look their prettiest in the early morning light.
Usagi is being “awarded” a Lantern because of his service during the war. This is how he meets and chooses Donnie. Usagi tends to call Donnie “my Golden Moon” due to seeing the crescent moon shape in his headdress upon first seeing the terrapin.
