Description
I had to change the CC License label as well. You'll notice that I gave Deviant Art itself a diffrent license than you, Mr. and Ms. Joe Deviant Browser. This is my effort to meet Deviant Art halfway with their Submission Agreement.
As you know by now, I don't use Copyrights because I find them way too restrictive, but instead license everything I make online under the Creative Commons license, which allows you the viewer greater freedom to my work. You'll find out more about my reasonings in a rant which I'll post both here and on my site.

Is this Creative Commons protocol an offical process, or some Internet "movement?"

It is an official process, backed by a non-profit organization based in Massachusetts, which provides creators an option outside of "All Rights Reserved" copyrights. This [link] , as part of the site's FAQ, can tell you more.
