For cell shading, try using a layer of about 20-30% opacity, with blend mode set to multiply, above the flat colours layer. Then paint with a really dark blue on that layer. Works for me.

o.o i just did that.. it didn't look much different from what i'd done before.. but thanks for the tip.
And i didn't use the paintbucket at all.. the sketchiness makes it act stupid and miss parts that I don't notice until i've already posted it.
