Your idea is nice, but you could have made the picture more compelling, rather than a radial blur and some glowing edges. If you still have the psd, or you want to try this, I will give you some techniques.

1. When using radial blur, set the quality to good, not best, and not worst, make it the middle setting. When you use it one time, it will still look sort of grainy, sort of like how it is in your above picture, to fix this, simply press ctrl + f or go to filters and reapply the same filter to it again untill it becomes smooth. This may lower the opacity of the blur because it is stretching it out. To make it become more visible go to image > adjust > brightness Contrast. Bring the contrast up and the brightness down. This will make the rays stand out more. If you have some what a problem getting this right you can try this. Select the layer witht he blur, and press ctrl and click on the layer again, this will select the entire layer, copy it and then paste it. If you didnt see a change, then try giving it a different blending style. You can select different styles from the layers pallete where it says normal. Select something like overlay or screen to get it right.

Also a good trick of the trade is to give it a someway glow effect. Just like you did above, copy and paste the entire layer, give it a screen or a overlay blending, and ALSO try and give it a gaussian blur. This will make the edges appear to be glowing, while not bluring out all the detail. You may need to work on the contrast to get it more colorful.

Another good thing is typography... all those little letters and boxes you see all over everyones art. The best way to get cool looking shapes is by using the polygon lasso tool. By default your lasso tool is set to regular lasso, so in your tools pallete click and hold the lasso untill the drop down box appears, now select the poly gon lasso tool. The best way to do this is to continuisly hold down the shit key while you draw with the lasso tool. This will give you strait edges, 8 directions. Be creative with your typography, for this can break or make your art. Once you have a nice shape set complete, use the line tool to connect the shapes and images sort of together. Personally I think a weight of 1 is the best, but everyone likes there own style. Again it would be best to hold shift when drawing lines so that you get strait lines.
