its simple
wht you gotta do is:
enter a whole new layer , fill it black, go to filter>noise
make it mono chromatic
and this go to motion blur
choose the angle u want the rain to fall
and set the layer mode to screen
and choose a light brush
set the opacity to 25%
and slowy go over the outline of the ppl and the bird..
try it
