If you're using Miranda IM, there's a plugin called IEView, with it you can change the look of your message window. You can download plenty of skins from the official site add-ons section or various places over the internet. If you want that skin in the screenshot specifically, it's called Splash [link]

Well, that is quite easy. I just cropped part of the wallpaper that I wanted the window to be on, and I chose it as its background. I did that by editing the .ivt file.
