But do you have Paint or any other basic art program? I'm sure you can shrink it and rotate it in any of those!

Oh, okay. I totally understand. XD But you can also reduce it in paint by Image -> Stretch/Skew then put in the percent. (replace 100 by 50 to reduce it by half, 75 to reduce it to 3/4, 25 to reduce it to 1/4 the original size and so on!)
