Background Story: Well he was originally birthed in Vancouver but due to business him and his father moved to Europe in Italy. His father(Cesar) is a owner of a mining company. After Cezar adopted Kur he attracted the attention of the DRO and wanted to take him. His father was reluctant to but Cezar had a gift for friending dragons plus didn't want a dragon in the house so he let Cezar go at 11 and he was one of 2 first applicants to the DRO and he knows her as they grew up but not personally; he thinks she's a weird one so never talked to her much unless they trained together. (He was also terrified of the commander so he didn't try to make friends with her since she was his daughter).
