DHBW — Power scheme

Description This is a spectrum of the power sets (my own concept, to keep things straight). Powers can be skills, abilities, and/or the nature of a person.
For each successive class with a Tier, the previous classes' traits may be true, more so (strengths) or less so (weaknesses), and some types of
powers may have their own individual traits besides. Each Tier may be at least 2X more powerful than the one below it, which may lead to confusion
as to where they are classified.
NOTE: Where powers or skills are not martial/misleading/defensive, then those who are armed will have less difficulty dealing with them. Usually...

Tier 1 (characterized by lack of control, unreliability, unskilled, or weak/useless/insignificant etc.)
Low, individual level threats. Non-powered individuals can be placed here.
Class 1
Normals, no skills, not armed.
Class 2
Barely noticeable skill, takes really sensitive equipment to measure. For all intents and purposes, normal.
Class 3
Minimal power sets, not reliable; one normal can handle them, or wait for them to lose concemtration.
Class 4
Noticeable, but not too significant, and unreliable; 1 normal can handle them.
Class 5
At this point, a person's power sometimes cannot be hidden, leading to prejudice for the unpleasant kinds of powers;
it takes an alert normal to take of care this, depending on the exact nature of the person's power.
Class 6
More often than not, a power cannot be hidden without effort and reliability is much greater i.e. it actually works a lot of the time;
it may take a 1-2 alert normals to deal with this threat.
Class 7
Obvious and somewhat reliable, a person with this degree of power might consider part-time heroing (in the background!), as they rarely fail to manifest;
2-3 alert normals to counter.
Class 8
Here, powers tend to start having a wider effect; more difficult to hide;3-4 alert normals to counter.
Class 9
Kick it up a notch! A person can be seen in disguise, in public, but not often (again, powers aren't very strong). 5 normals to counter.
Class 10
Often hired by very small organization for tricky problems, but it won't be lucrative. 8 or more normals to counter.
*Class 11*
Exceedingly rare, Class 11's lack some of the weaknesses of their tier. This is true of ALL tiers.
**Class 12**
Incredibly rare, Class 12's lack most of the weaknesses, but not all, of the rest of their tier.
T1 has NO C11/12.

Tier 2 (almost never unreliable, but still lacking some control or skill, and usually weak/useless/insignificant.)
Moderate, individual to low, area level threats. Armed normals of some abilty are placed here.
Class 1
Roughly equal to T1C3, but harder to handle.
Class 2

Here, the differences between T1 and T2 start to become obvious: More individuals are needed to counter a threat. 10+ normals to counter.
Class 10
Reliable and somewhat disciplined, a person can do much good or evil, in small ways. 12-20 normals to counter.
NOTE: Those who could qualify for C11/12 in T2 are put in low-T3 (C1-3), instead.

Tier 3 (reliable, and somewhat skilled, but somewhat weak; sometime useless/insignificant powers.)
Moderate, individual to moderate, area threats. Trained soldiers of quality are placed here.

This class can hold its own against a 6-12 well-armed normals for some time.

Tier 4 (reliable, skilled, neither strong, nor weak; occaisionally useless/not usually insignificant powers.)
High individual to Moderate area threats. Highly trained soldiers are placed here.

This class requires more strategy, and some luck to deal with; Can hold off a small number of well-trained, well-armed police for a some time.
Class 10
Opponents will find these people difficult; can hold off a small number of  trained, well-armed soldiers for a some time.
NOTE: C11/12 placed in low-T5 (C2-3). The differences between the upper outliers starts to become greater.

Tier 5 (reliable, skilled, somewhat stronger than average; powers tend toward the useful/dangerous; mostly powered individuals.)
High individual to low City Threats. Highly trained soldiers who developed skill early, and who manage to survive multiple, lethal encounters,
reside here (Jason Bourne or James Bond).

At this point, any powered person can evade greater numbers of police and or small numbers of military forces, for some time (not forever).
Class 10
Depending on the nature of the powers, can stand off greater numbers of police and or small numbers of military forces, for some time (not forever).
NOTE: C11/12 placed in low-T6 (C3-4). The differences between the upper outliers starts is greater.

Tier 6 (reliable, skilled, noticiably stronger than average; powers tend toward the useful/dangerous; very few nonpowered individuals.)
High individual to low Local Threat. The more dangerous inventors, mad scientists, and the like tend to start here.

Powered individuals are capable of assaulting military and heavily armed civilian targets, for a short time.

Rare: Have greater threat capability--offensive OR defensive--but not both.
**Class 12**
Have both O/D, but no greater stamina.

Tier 7 (Strong powers, few, if any weaknesses; Legendary, nonpowered heroes of old.)
Moderate City to Moderate Local Threat.

This class starts to pull from the pattern. (NOTE: stats department is unhappy.) Can assault and take some hits from multiple  military troops

Capble of causing moderate casualties, and take punishment from multiple military troops.
*Class 11*
Serious firepower; ambushes can cause moderate casualties while avoiding most hits.
**Class 12**
Mere troops are not enough; call divisions.

Tier 8 (Strong powers, virtually no significant weaknesses.)
Moderate to High local Threat.
Class 1

Can evade the large-scale military assaults; Take hits? Not so much.

Tier 9 (Very strong powers, virtually no weaknesses.)
Moderate Local to Low planetary Threat. unwise to assault without Advanced Tech, or Powered troops.

Like previous, but (moderate).

Tier 10 (The cream of the crop.)
Low planetary to Moderate System Threat. You need a few of your own, seriously advanced tech, and/or a well-defended Master strategist to cope.

Capable of continent-wide medium-grade destruction with very great effort.

Like previous, but planetary, with large effort.
**Class 12**
Like previous, but to multiple planets, yet only moderate destruction (if not focused on one world only).

***Tier 11*** (incapable of leaving its origin without aid.)

High Galactic Threat, capable of crossing boundaries with effort.

Like previous, but with ease.
Class 3
Like C1, but potential to linger.
Class 4
Will linger.
Class 5
C2+3.
Class 6
C2+4
Class 7
Minor Threat to universe (see T11C12), will linger.
Class 8
C6, but will persist.
Class 9
C8, moderate Threat.
Class 10
Threat to single reality, incapable of spread.

C10, but can spread with effort (variable).

I could see one or more of my characters peering into your story's world(s) to see if there is a pan-universal threat...
