i know i am not an expert but i don't see the joke.
His wording is strange,OK
He probably wants to say that they are both object-oriented languages
so he know what he's doing, i guess!

The joke was the implication that PHP (a scripting/markup language) borrowing heavily from C (a HLL programming language, which PHP is written/programmed in) would implicitly give you enough knowledge of C. The fact is that they're completely different, setting aside some of the method designs for PHP functions.
