Is not that hard if you know how to work with layers"layers over layers with different overlays modes", use overlay, color dodge,screen, sharpness. To make your own light fractals use a fractal program like Aphophys or after effects renders, other way is to use brushes, smudge and liquify tool to model your effect, rest of work requires a lot of cut

stop being so damn good .. amazing effects .. this really deserves a Daily deviation imo .. gonna see if I can make that happen, and finally get you the respect you deserve for your work
