They're basically just the site's currency. You can get them through the donation or commissions widget, or simply purchase a pack of them directly from dA. The prices here even out though, give or take a few cents, so the amount of points is equal to how much it'd cost in regular dollars.

Oh,Thanks for the info!  . And another thing,how the commission works? i mean you make either a character art design,objects,backgrounds or sprites but the thing i want to know if i need to have a previous sketch for the character,so you can have an idea of how it is. Is that so?

No problem! And yeah, the commission mainly just depends on what the artist offers, what the buyer would like, and coming to an agreement there. You don't have to have a previous sketch, but references do help! They can be anything, really - A previous drawing, Google search images, or even just described by text what you'd like.
