Yeah I know, I could go for A-train or Blur, but I decide to do a wheel random choice picker and this came out the winner, not my perferred matchup, but a interesting and fair one none the less.

Evil Speedsters who more or less gained their powers through superpowered chemicals(James Sander/Speed Demon got his powers from a chemical formula given to him by the Grandmaster,and then another one he made by myself, while Johnny Allen/Chambers/Quick got his from a freak accident on his family's farm or in Earth 3 S.T.A.R Labs with his GF Atomica, or Speed Juice)
Both worked for evil justice league teams(Squadron Sinister for Speed Demon in one version, and Johnny Quick for the Crime Syndicate)
