Probably belts stacked on top of each other. It's not tricky to make belts that are a flat color with no edges stacked on each other to . It is possible to use the bunnysuits and cut off the top (the option for that is only available with one-piece underwear items like the bunnysuits and one-piece swimsuits), but that ends just below the bust, which is way higher than this.

I'm moreso trying to figure out how this dark blue top was made. I just can't seem to get a belt to sit under the bra, and without a larger bust (where a belt filler can be ignored, as the breasts cover up the gap between the shirt piece and the bra), it doesn't really look right without it.

I actually did a little tampering, and came up with code editing as the answer. By using import/export codes, I can get the belt on the right layer and adjust the height as needed outside of the usual bounds.

My guess is that belts are also used for the high-waisted underwear too, layered on top of each other properly and given a slight tilt on the outer edges by using two belts with a slight curve to them on either half. Either that or more code editing, but I'm not sure exactly what code would have to be edited to do that.
