John Hart, the other Lone Ranger, said that Jay Silverheels was a prankster, and often didn't rehearsed his lines, so, when he couldn't remember them, he just said "Uh, me wait for you in town, Kemosabe", or "Me wait here, Kimosabe". Clayton Moore, however, was very protective of him, and whenever the director wanted to re-do a scene and scold Silverheels, he'd say it "Looked more natural that way", that's why Tonto looks "retarded" on the show. It wasn't a racist thing, or any sort of pointed interpretation of the character.

lol I'm pretty sure the show is just a tad bit racist. He always speaks with that accent that never gets better and everybody calls him Ranger's "injin friend." XD

Eh, a little bit, but I always thought that, considering the time the show was made and when it was set in, Tonto came out pretty good. He's educated, speaks several different languages, and was never portrayed as a mindless, drunken savage. Though admittedly, everybody else was XD By modern standards the racial stereotypes of the one shot characters are horrible.
