Here's our resident tired and grumpy ambassador Chara Dreemurr. He was able to break the barrier on his own when he was young due to having immense magical abilities. He has since worked hard to maintain peace between humans and monsters despite hating most of humanity. Whenever he gets too frustrated Asriel pulls him away from work and tries to cheer him up in some way. He struggles with dealing with Sans but he is aware of the skeleton's feelings for Frisk so he finds the two's antics a little amusing. He cares a great deal about his adopted family and Frisk since he rescued her when she was a child. He won't say where or how he rescued her though since the whole subject is a sore spot for Frisk. He suspects that they had a terrible childhood though. He finds it a little surprising and unnerving that Frisk might have more magical abilities than him and works hard to make sure she uses her power for good.
