How do you know what colors to use to make the whole piece eye-catching? Do you think of the colors first or change them from time?

what i do is if the drawing is somehow, 'cute and fun' i will mainly work on more lighter/pastel colors. i also try to use colors from the same group. as in, warm hues-{yellow, red, orange} cool hues-{blue, green, purple} and i carry on into different values and shades of those basic hues.
i also will reference which mood the character is in. so if the character is sad, i will use cool hues. if happy, more warm colors will catch the eye of the viewer.
to make the piece eye catching, try adding more interesting backgrounds and appealing colors. like bright colors but not too bright where it would just keep the viewer from focusing away from the main object. a plain white background will work in some cases but i doesnt bring out the physical form of the character.
i usually start by picking a color which would work well for the overall image. then, i work off of that color and try to blend it in. i usually add an accessory or two that are from the opposing group, such as pink and purple. the purple will keep the pink from overpowering the image. so then the viewer can still look at the different colors without getting too bored. ((:

Improvement will work effectively in comparisons in what you desire for, and a lot of experimenting
I'm personally not good at giving out critique because I have a very specific way of what I define as 'art' but- I have been teaching a few children about body shapes and sizes/heights if you ever need anything with that- or whatever you like in my style because I will gladly teach you
