Emerald or no Emerald, this is a stomp for Shadow. Come to think of it, with the exception of One For All users, a lot of characters seem kind of mid in terms of pure power.

You forget that Shoto when using both flames and ice, overpowered Izukuvwhen he used an attack at 100%. Not to mention Muscular who tanked a point blank smash to the face. So by One For All users, you mean people like All Might who have mastered it.

More or less,but to counter your points about Todoroki and Muscular, 100% Full Cowl. While we can't say for sure how Muscular would go against that, Todoroki most likely would've gotten dominated since using OFA continually throughout the entire body is stronger than just one full power attack in a single limb.
