I think Neo was developed much later, so who can say if she made it into Monty's vision for the story,... He did say that he really liked her in the commentary during the train fight in vol two. Shame we didn't see her in vol four. Great stuff btw, love your work.

One of Volume 4's few disappointments: no sign of Neo. It's a bummer, really. I can picture her still being whisked around in the air like a leaf on the wind until the writers remember she exists.

At some point, she'll land from her umbrella near the group and Ruby will ask if she was floating the entire time. Neo will just give her a "Really?" look to the others' confusion.
