Sorry for the Japanese! I use the Japanese ver of Clip studio with a (partial) eng patch, and so some features aren't translated @___@ hopefully it's not too confusing and the explanations I have will suffice.Tutorial on converting raster lineart to vector in clip studio: artist-refs.tumblr.com/post/95… (I personally haven't tried this tho ;x; )

Clip studio paint (pro or EX, depends on the version) or manga studio 5 if you get it from the western distributors ;v;
