From what I heard, Capcom hasn't really given one definitive answer to her gender. People still debate it. I can't help but think this all could've been avoided if Capcom USA didn't feel the need to alter them so that the player wasn't fighting real females.

Official word from both Capcom of America AND Japan is that she's a transvestite.

Thanks for the link. Yeah, I read that part, but I still just think it's weird that they give two different answers, depending on the region (North America or Japan).

Actually, I'm unclear on what a transsexual really is. While both of Capcom's explanations mean she was born a male, wouldn't the North America explanation mean she has "female bits" and the Japan explanation mean she has "male bits"?

Heh. The way I understand it, originally in the conception stage, they were considering making her and Roxy female, but someone over there thought that it wouldn't fly over in America, on account of the whole 'hitting women' thing being 'rude', so they decided to make her and Roxy transvestites. Ironically, when they got over here and they were working on porting it over to the SNES, one playtester objected in regards to hitting females...and then it was revealed that they were actually transvestites. So, they wound up swapping them out in that version for male analogues, "Billy" and "Sid", and repeated the process for every English translation for a Nintendo system, including a GBA version and even the Wii's virtual console.
So, really, it wound up being kind of pointless all around, but I think Capcom's been enjoying the notoriety of having a character of theirs that looks like that be a transvestite. Anywho, over in America, she's had her operation done, giving her female bits rather than male, probably because of our tender sensibilities yet again, while in Japan, they just keep her as she is.
Personally, I find the whole thing hilarious. Anywho, nice picture...very sexy.

I always thought that they officially were females at first (in the original Japanese version of the game). But then when they were bringing the game to America, they had to do something about the "hitting women" thing.
So I thought they were full females until the game came out in America, which is when their stories had to be altered, resulting in all the confusion and changes we're left with today. I never knew for sure though. Maybe you're right.
I'm surprised the male replacements are still present in the virtual console version.
It has caused a lot of unnecessary trouble, but it also probably has made her more popular.
