Well, spencer from bionic comando is in the game. One of his hyper combos is the bionic arm, arguably one of the better if not best supers. But its also not uncommon for one to deny or shutdown a bionic arm, thus the meaning of "NO."
So basically, someone goes for it, but it gets countered or avoided.
