Noticed this approximate plot happen... in more than just a few cases. And the film Prophecy I'm referring to is the one with a mutant grizzley bear, not the one with Christopher Walken (the one where he's a fallen angel, not the one where he's a lawyer with a grudge against horrible-looking singing bears).Not sure what to do next, cosmic horror? That doesn't seem to have overused plots as much as CF does.
Also, I just realised that the Pierce Brosnan volcano film Dante's Peak has this plot too.

Pretty good, but there's one problem with it: This is a post-Blob form. Prior to that, obstructive bureaucracy is more "i need evidence of your theory" or the second part is "My god, HOW DO WE STOP THIS THING!?!?"
See; Them!, Tarantula, Gojira, Dinosaurus, 20 Million Miles to Earth, etc.
It wasn't until the 70s proper that Authority Figures became considered corruptable or 'evil' capable in film by and large. It's a thing.

Pretty much. It caused the end of "Invasion of the Body Snatchers" to be re-written to have the last line be "Call the FBI!" the music swells and the audience knows that everything will be OK.
The Blob (1958) had something like it, but it was more getting the police to believe them. They still saved the day in the end.
19568's Night of the Living Dead was the first to show those in authority as powerless or evil/incompetent. It's a big watershed that set the stage for the movies to come: (1975), Alien (1978) and A Nightmare on Elm Street (1984). There, the people in charge were either corrupt, incompetent or worse, in on the whole thing.

That's pretty much Jaws there, and you say this is pretty much the Trope for this type of film/book! I love it! Thank Cassie and Steph for their starring roles, BTW.
