Obviously he doesn't smoke, but rather uses the smoke trail from the cigarette to judge the wind direction and velocity when making shots.

We never know why he has it and if he should be able to smoke it - it's all part of the story, which is behind and it could be anything! When I just saw it, my idea was about it's probably cybernetic organism, who was a human before and a total smoker So this habit it's part of his personality. And it's really cool, because such thing as the cigarette in the robot's hand makes you guess - why, what happens here? And that's how story comes to life in your mindΒ Maybe he is a robot-companion of some man, who gave it to him to keep it safe (while human fights enemies or something, robot waits watching it till it doesn't seem dangerous for his friend, then he accurately puts the cigarette down and stops the fighting in two quick hits )...
