It's called fetish artwork and in this case it is a depiction of a foot fetish. This basically means that people, like me, derive pleasure from looking at or interacting with feet. Now not just any foot gets us going, everyone has different tastes and preferences. Just like with tits or asses for example. Though Since I already have a crush on this character, it's very enticing to me to get a look at his feet, hence why I drew it. Lots of other people enjoy this as well.
Fetishes are very hard to explain to someone that does not share the same fetish and there is tons of different fetishes. It'll always be weird, no matter how much I'd try to explain it. Foot fetish is actually amongst the most common ones. Another one would be macrophilia or macro for short, interactions between small and giant characters, that's the ants thing you asked on that other pic of mine.
I can see from your profile that you're into the FNAF characters and there's nothing wrong with that but have you ever tried to explain to someone else as to why you like them so much? That's kind of similar to explaining a fetish. There are just things that you really like but you can't quite put your finger on it why.
