It didn't have to be a contradiction. He could have been bigger, but not stronger. As long as she could defend herself from "everything on this stupid beach", then Timmy could be as tall and frail as he wanted.
OR make the beach intelligent. If the beach is no longer dumb, either Tootie will revert, or Timmy can grow larger and stronger than her.
Maybe make him as large as Tootie. She can defend from something as strong as herself, especially if he doesn't challenge her to anything physical.
