Communist states like former Soviet Union, present People's Republic of China and North Korea do have traditions of putting innocent people they find inconvenient for their inhuman regimes in prison.
I hope you heard about GULAGs, Lhubyanka, Andrei Sakharov, Aleksandr Solzhenitsyn, Liu Xiaobo, other Nobel Award winners from People's Republic of China and the way North Korean authorities treat their citizens. Those are examples, how do the communist systems "care" about own people for the glory of communism.
