she doesn't have "manly arms", just some hair, that probably wouldn't been seen at all if this picture was taken in a different pose, lighting, zoom or something else...
In my personal opinion, there is nothing wrong if she feels ok with this littel bit of hair on her arms...
But for the cleaning of the picture, I think this hair could have, and definitely SHOULD have - been removed or blurred away using the simplest functionality of Photoshop.

I really like how you captured the fact that this model has dark colored hair on her forearms. I also have this feature and I'm really self conscious about it. Seeing a model with this makes me feel better.
