In every great show, there has to be a dud, or at least a weak episode. And No from 2013 Mickey Mouse is one of them.
The problem with this episode is very clear, it has tons of character derailment just to put Mickey Mouse into the pain and trouble he has go through in the entire episode, and I'm not joking that it's all because that Mickey can't say no. In an episode where the characters are put to painful situations, it's pretty clear that he has to get rewarded if it's sympathizing or punished if it's deserving for his past actions, and guess what? While it did right the former, it was done because of character derailment and forced plot execution, which in theory, is actually not a smart thing to do.
The episode starts with Mickey Mouse about to enjoy his movie time, until everything he owns is taken away by his friends/enemies without difficulty because, as I said, Mickey can't say no. To fix the problem, Mickey asks Donald for help to say no, which works. But it ended up putting Mickey to worse situations when he should be saying yes, and ends with him chased by the police. In the end, his kindness from earlier episode are rewarded. Okay, that has got to be the most redeeming part of the episode, but it ignores the fact that Mickey is still wanted by the cops, unless Scrooge paid the cops to pay Mickey's crime.
You see, the reason why Mickey is put into poop like this is character derailment, something you WANNA avoid in making a story. However, if I'm honest here, I say this episode is what "One Coarse Meal" from Spongebob Squarepants should've been, and that's really saying something from a bad episode. In other words, if you want to make someone put into a bad situation, make sure that the cause is from something smart. Also, Flipperboobootosis, while bad in a degree, at least treats medical ailments as medical ailments.

Character Derailment: 7 (Everyone abuses Mickey's kindness for the sake of plot)

What was even the point of borrowing those things from Mickey? Other than pete, They did nothing to the things they borrow. That's my biggest problem with this episode.

When you stop and think about it, the bad episodes of Mickey Mouse Shorts is the same problem for the bad episodes of Spongebob: A character getting tortured for no reason and stupid writing

Spongebob did this plot first in the episode abrasive side and did it better for 2 reasons
1. There's a good reason why Spongebob couldn't say No and that's because he didn't wanna be rude
2. Spongebob friends weren't assholes to him unluck mickey mouse shorts

I kinda loved the 2013 Mickey Shorts,the positive things about the shorts is they manage to take elements from Tex Avery's Cartoons and combine it with the story and humor of the original cartoons from The late 20's to 30's,40's,and The Early 50's. The Only thing I hated is that my favorite character,Donald Duck was flanderized by the writers,look what they did to him, they turned him into a Selfish,Heartless Jerk with no sympathy for Mickey or his friends whatsoever, the examples of Donald as a downright evil character can show such as No Service,In which he made Mickey nude by taking advantage of his personality by taking all of his clothes,just to get in the restaurant and he constantly makes fun of Mickey by taunting and laughing at him,at least he got his comeuppance at the end,In Bronco Busted in which at the end,He abandon his friends by taking all the money the rich guy was offering to fix their car just to live a new life being pampered with the other horses and he says So Long,Suckers! to Mickey and Goofy without realizing he was acting like a jerk when the limo is leaving,In Tapped Out,he only cared about his Nachos and threatens to hurt anyone,including his friends who destroy his nachos(The Nacho joke was also used in the 2013 mickey Cartoon,Get A Horse!),and In Down The Hatch,Donald didn't care about the shrink ray and Is furious when he finds Mickey and Goofy in his body and angrily tortures(and probably kill) them by having them struck by thunder when Donald uses his anger and when they arrive in his stomach,Donald tries to hurt them by eating corn and drinking soda. and worst of all,He refuses to help Mickey when he tries not to say no,by not saying yes. This is the worst incarnation of Donald I seen in a Disney cartoon,Actually i dont hate Donald,At least the writers tried to redeem Donald back into his old self in later shorts such as the 2016 Christmas special,Duck the Halls.
Warner Bros did the same thing to Daffy Duck in his mid-to-late 60's when Depatie Freleng took over production of the Looney Tunes series,Daffy's greedy persona was taken to new extremes when he was paired with Speedy Gonzales. and I know Duckman can be a selfish jerk,too, he's bad at his detective work and as a family man,since he has an sex obsession with women,torments his own secretaries,treated like shit by his own sister in law,and he is impatient,rude and downright racist, but compared to 2013 MM Shorts Donald,Duckman isn't a unlikable character,cause at times,he has a heart of gold and does simply care about his partner,Cornfed and his own family.

Well, the No episode has a good premise and sometimes felt like that Foster's Home episode done right, but it's too fast and too mean spirited too.

The only thing I can say about No, is that it rewards the main character for his kindness, but still, derailment is unneeded.
