While watching the episode: The Underground Round-up. I noticed that a Diglett was bobbing up and down on a hat...I've come to see Diglett staying in the ground and we don't know if it has feet or not.When I saw diglett on a hat...it gave me the question.

Actually, that's not the case. However, it is possible for it to *use* Fly. But the only way to do it is to obtain one in one of the GBA games, have the Move Tutor in FireRed or LeafGreen teach it Mimic, and then have it use Mimic against an opponent that just used Fly. Voila, flying Diglett. (But it can never use Fly outside of battle, obviously.)
