Description
This picture was taken at the Los Angeles County Arboretum and Botanic Gardens, either some time last year or the year before that; we visited the place with my mother, younger sister, and elder sister. Had a great time taking pictures of the beautiful flowers, plants, sculptures, and wildlife there. As you can see, fiddling with more dreamy effects again, this time I used a pixelate filter (Crystallizing) go give all the edges a soft, glowing feel. I like the outcome very much.
Full view please.

Wow. Can you explain how you did this, please? I understand the pixelate filter, but how did you get these colours and why does the light behave this way? Thanks.

Well, first I created a number of dupicate layers of the original image and set them at either color burn or color dodge each with a different filter then played with the opacity and fill percentage until I came up with some settings I liked. Once that was done I created another layer under all of those with a rainbow coloring, adjusting the opacity and fill percentage as well.
Sorry if its a little confusing, to be honest I don't remember all the exact steps since I was just experimenting; I hope this helps you though.

It surely does. I'll be sure to try the same. I like masks.
