Hmm let's see, well like anyone else I believe you should always know or at least have some sort of insight on how people experience your art. This is important if you want your art to reach out. One of those ways are critiques as well, some time ago I heard a person say that you should critique the things you like. Of course, there are many ways to critique and some will do comparably a lot better than others, where sometimes you may even get negative reactions. But to make this short, I think yes, if you want someone to improve, or help them improve then at least let them know their strengths and weaknesses. It will help the artist realize the expectations of their community from their art and how to potentially meet those expectations. And that is very important, especially to the people who are interested to grow. But there are always bumps in the way, so be careful. Placement of words can make or break a situation.

Aww maaaan, I'm the one who should appologize for replying late. I do thinking first replying your comment XD
This is pretty helpful, and can be debatable topic~

But what if we do that and got no reaction, we don't know if the criticism helping them or the opposite, offending them. Of i don't know where did i do wrong.... too many thinking
I don't drop many constructive criticism too often because of this. I used to do it a lot, but since some of them got no reaction, i started feeling lazy to drop more =_=

No problem, I wanted to tell you my side of the story XD and I can promise you I'll continue to work hard whenever I can to push my work forward and find better and more eye-catching ways to do art. My aim is definitely to make a well-rounded and interesting gallery, I just need to find a way to make it more fun. So every little input I get, helps me "see" how others see my gallery, and so it helps me steer my future projects in a certain direction.

Lol, don't worry! Daily life gets pretty busy, so things usually slip past our attention from time to time    I sometimes read a comment then leave it for some time because I'm too tired to write down a meaningful response, and then as I do other things, I forget  
There is definitely a lot that can be debated around this, every person sees critics differently and it's not just up to them to interpret a paragraph of constructed thought but to us as well. Some time ago I spoke to a person about similar things, but we couldn't come to an understanding as we both weren't very willing to compromise and stop to consider what the other one had meant. So, yes I think above all it's important to be careful how you place your words. You don't want to molly-coddle them, but, you neither want to come off as conceited, or pushy. The best you can do is try to offer your opinion in a way that shows you are interested in their improvement, and that what you care about is actually their improvement in art, and steer far clear from making it sound like they need your approval. By creating compromise, you are safely avoiding the "condemnation" stamp that sparks a lot of tension between people. My advice would be that, if you found a person interested in criticism and basically gathering feedback on their tech/theme/work policy is that you contact them via note, and discuss it freely there. It should give you a one-on-one kind of interaction that will help you both express your concerns more freely. You could even create friends, instead of a chance of making enemies.

When you don't get a reaction, chances are that the person either got offended and heated enough that they chose not to answer, or there is also a possibility that from recieving a large sum of comments (like more popular/visited artists) they may have even overlooked it. I personally (recently) don't like to comment directly on an artwork since you can see it's a very hit-and-miss method of offering opinions. People feel differently about their art. For instance, sometimes it could be an artist who was REALLY proud of their work, and then felt devalued when you submitted your comment. The amount of possibilites is huge, although I think that is usually the most common one. Eventually, you will end up being stressed for overthinking of how this person took your comment. Comment after comment it will build up on you. It's too much stress for me personally and I'd rather offer critical opinion in a way that makes the other person feel less inconvenienced. Always keep in mind that you can never know for sure what the person sitting behind the other screen is like, and then there is also that little thing of empathy. Before submitting a comment, always think how you would feel if you recieved that exact comment. Even if you don't know the full picture behind the situation (it's impossible, this is the internet after all  ) this will at least help you eliminate stress, as you will know you had not done anything wrong by them. So basically, I think the necessities to a good critique is- demand>creating favorable conditions>interaction. After that everything else is god's will XD
